The Riigikogu on Wednesday passed amendments to the Law of the Government of the Republic and other laws creating the Transport Administration as a brand new agency by merging the Civil Aviation Administration, Road Administration, and Maritime Administration.
Simultaneously with the merger of the national transport authorities, the position of Deputy Secretary-General for Maritime Affairs will be established in the Ministry of Economy and Communication to allow for a more comprehensive development of maritime affairs and a high level of representation of the project to bring ships under the Estonian flag, said the Riigikogu press service.
The amendments were adopted in the 101-seat chamber with 56 to 6 votes and two neutral votes.
According to the explanatory memorandum attached to the draft law, the amalgamation of the three authorities builds on the fundamental principle of state reform, which aims to reduce the number of authorities and duplication, and to improve the quality and availability of public services.
The new individual institution is to serve as a competence center for different types of traffic, capable of planning intelligent mobility solutions and carrying out projects for different types of traffic.
